Three questions need three different answers

IS 2269 identifies a product, not every bicycle pivot

The public BIS product-manual heading associates IS 2269:2006 with hexagon socket head cap screws. This establishes the named product family, without providing a complete review of all requirements or demonstrating that a particular custom part conforms.

A pivot may use a similar drive while adding a precision shoulder, altered head envelope, relieved transition or receiver interface. Compare the requested head and thread with the selected reference, then describe these custom features explicitly. The part's drawing must show which requirements apply and which characteristics have their own acceptance basis.

A custom drawing does not automatically remove goods from a notified category. Equally, the broad word fastener does not prove that a particular category applies. Check licence coverage against what will be supplied

Where the applicable route requires a licence, relate the manufacturer's actual evidence to the relevant standard, manufacturing premises, authorised product coverage and current status. A company may make several kinds of hardware, but evidence for one product cannot establish permission to mark a different one.

BIS's FMCS description ties Standard Mark licensing to products manufactured at a manufacturing premises and conforming to the relevant requirements. For sample orders, state whether the purpose is shoulder-fit development, dimensional inspection or an identified formal assessment. Agree the representative configuration for that purpose. Do not call a machining prototype a licensed product merely because it matches several drawing dimensions.

Does mentioning IS 2269 automatically make BIS licensing compulsory?
